What is an HS code?
The Harmonized System is a standardised numbering method used by customs authorities in over 200 countries to classify traded goods. Maintained by the World Customs Organization, it assigns every product a code that determines duty rates, import restrictions and statistical reporting. When you ship internationally, the HS code on your commercial invoice and customs declaration tells authorities exactly what is inside the shipment. Getting it right is not optional - the code drives what you pay and whether the goods clear.
6-digit WCO code vs 8-10 digit national codes
The first six digits are universal. A product classified as 6109.10 in Türkiye carries the same six digits in Germany, China or Brazil. Beyond that, countries add their own digits for tariff and statistical purposes. The EU uses an 8-digit Combined Nomenclature, extended to 10 digits under TARIC for measures like anti-dumping duties. Türkiye uses a 12-digit GTİP code. How to choose the right code for your product
Classification follows the material, function and state of the goods, not their commercial name or intended use. Start from what the product physically is, then work down through chapter, heading and subheading. Composite items are generally classified by the material that gives them their essential character. When two headings could apply, the more specific description wins. If a product is genuinely borderline, most customs authorities issue Binding Tariff Information - a written ruling that protects you from later disputes. In Türkiye this is the Bağlayıcı Tarife Bilgisi, applied for through the Ministry of Trade.
What happens if you declare the wrong HS code
Consequences range from inconvenient to expensive. A minor mismatch usually means the shipment is held while customs requests clarification, adding days and demurrage cost. A code carrying a lower duty rate than the correct one triggers back-payment of the difference plus penalties, and repeated errors can flag your company for closer inspection on future entries. Misclassification can also void preferential origin treatment - meaning an A.TR or EUR.1 certificate no longer reduces your duty. Where the goods are controlled (dual-use items, food, chemicals), the wrong code may mean a missing licence and outright refusal of entry.
